  • But how does the ministry allocate 92.8M and only 34.4M is transferred? What does this actually mean!? Is it that those are the only resources the ministry could find to transfer to the school or that is only what the school could afford to absorb? If the later assumption is correct, what has the ministry done to stop this budget slack??
